I am not sure where the 13463 comes from, but the point marked as 13447 is not the highest point. The closed 13440 contour to the south is higher. As such, John Kirk lists the summit as 13460 on his site as an interpolated summit elevation.
The map that I look at has a big red line running through the summit obscuring contour lines. My astigmatism does not help either I suppose. I will now have to change the title and all picture captions to 13460.
